District of Innovation Plan Approved - 1/9/17
At its January 9 Regular meeting, the Board voted to approve the District of Innovation plan, formally allowing RISD some flexibility from some state requirements in different operational and instructional areas. The district cannot make changes to the approved plan without approval from the district DOI committee and the Board. The DOI plan will be reviewed annually by the RISD District of Innovation committee.

Board Discusses District of Innovation - 12/6/16
At their December 5 regular meeting, RISD Trustees heard information related to the District of Innovation (DOI) process, which recently reached a milestone: a plan has been drafted by the 28-member DOI Committee and, in accordance with state requirements, is available for public viewing on the RISD website.

Topics addressed in the five-year plan include:

  • First Day of Instruction
  • Instructional Time for students enrolled in Pre-Kindergarten programs, college-based Dual Credit Courses, and other innovative instructional programming
  • Teacher Certification for Career and Technology Education instructors
  • Teacher Appraisal and Observation
  • Minimum Attendance for Class Credit
  • The plan will be revisited annually by the DOI Committee.
In addition to posting the draft DOI plan, the district will send the plan to the Commissioner of Education to be placed on file. During the winter, the District Planning Committee will review and vote on whether to accept the plan. Finally, the Board of Trustees will consider whether to approve the plan, which must receive a two-thirds majority vote to be adopted by RISD.

Board Update - 11/8/16
Assistant Superintendent Tabitha Branum provided trustees with an update on the District of Innovation (DOI) process. The committee, comprised of 30 individuals from across RISD, has met twice and will continue to confer as a draft plan is developed. Three sub-committees have been formed to discuss possible procedural and logistical changes to expedite realization of RISD’s goals; sub-committees are centered on operations, student matters and HR topics. When the DOI draft plan is complete, it will be posted on the RISD website for public viewing and comment.

Board Update - 9/13/16
In a public hearing, staff presented information about the District of Innovation (DoI) option, a designation offered by the last State Legislature designed to return local control to districts in some functions and allow schools to act on community input. A stakeholder group, comprised of community members and RISD personnel, will collaborate to create a plan for DoI. The group will present its recommendations to the Board of Trustees in the spring. If accepted, the exemptions and flexibility provided for DoIs and chosen for RISD could be put into practice for fall 2017.

Announcement of Public Hearing - 9/1/16
RISD will be holding a public hearing on September 12 regarding the district's intent to pursue state designation as a District of Innovation. A District of Innovation is a concept passed by the Texas Legislature that provides traditional independent school districts most of the flexibilities available to the state’s open enrollment charter schools.

The idea behind Districts of Innovation is that a local school district may want to pursue specific innovations in curriculum, instruction, governance, parent or community involvement, school calendar, budgeting, or other areas. If approved, an innovation plan allows a district to gain exemption from many Texas Education Code requirements, thus gaining more local control.

The public hearing will take place September 12 at 6:00 p.m. at the RISD Administration Building, 400 S. Greenville Avenue in Richardson.
