At a called meeting on Nov. 28, 2006, the Board of Trustees of the Richardson Independent School District (RISD) unanimously voted to offer David E. Simmons, Ph.D., a contract of employment as the next superintendent for RISD. Dr. Simmons, 47, is the current superintendent of Tyler (Texas) Independent School District. He is in his fifth year at Tyler, and has also served as superintendent for three other Texas public school districts.

“Dr. Simmons has a wealth of experience, the depth of knowledge and a proven record of success that he will bring with him to our district,” said Luke Davis, president of the RISD Board of Trustees.  “He is the best match for RISD today and the future, and is ready to build on the success we have in Richardson,” he added.
After the 7-0 vote by the Board of Trustees, Dr. Simmons said, “I am excited about the opportunity to serve as superintendent of Richardson ISD. I look forward to coming to work as soon as possible and getting to know the staff, students and community.

“Thank you to the Tyler ISD Board of Trustees, staff and community for the opportunity to serve in Tyler. I am proud of the work we have done and will leave feeling that the district is headed in the right direction. I hope the people in Tyler believe that I have added value to the community and district over the past five years.”

Dr. Simmons is a graduate of Stephen F. Austin State University, earning a bachelor of science degree and master’s in education in 1982 and 1987 respectively.  He earned his Doctor of Philosophy in Education Administration from Texas A&M University in 2001. His dissertation discussed Texas school finance, titled “The Effectiveness of Wealth Recapture Legislation on Achieving Financial Equity Among the Public School Districts in Texas.”

He began his career as a classroom teacher in Deer Park, Texas, followed by service as a curriculum director, counselor and principal.  He was assistant superintendent in Monahans ISD and served as superintendent in Wimberley, Presidio, Texas City and Tyler ISDs, all in Texas.
