Procedures for Reporting Allegations of Bullying
The Richardson Independent School District (RISD or the District) prohibits bullying on school property, at school-sponsored or school-related activities, or in any vehicle operated by the District. Bullying will not be tolerated. Texas law defines bullying as:
Engaging in written or verbal expression, expression through electronic means, or physical conduct that occurs on school property, at a school-sponsored or school-related activity, or in a vehicle operated by the District and that:
- Has the effect or will have the effect of physically harming a student, damaging a student’s property, or placing a student in reasonable fear of harm to the student’s person or of damage to the student’s property; or
- Is sufficiently severe, persistent, and pervasive enough that the action or threat creates an intimidating, threatening, or abusive educational environment for a student.
The conduct is considered bullying if it:
- Exploits an imbalance of power between the student perpetrator and the student victim through written or verbal expression or physical conduct; and
- Interferes with a student’s education or substantially disrupts the operation of a school.
Note: Conduct that may not constitute bullying as defined above still may violate expected student standards of conduct and may subject the actor to disciplinary measures.
Any student or parent/guardian of a student who believes that a student has experienced bullying or that a student has engaged in bullying is encouraged to immediately report the incident. RISD will not retaliate against anyone who makes a good faith report of bullying or otherwise is involved in the complaint process. Reports of alleged bullying may be made to a principal, teacher, counselor, or other District administrator. Reports may be orally or in writing.
