Equal Education Opportunity and Nondiscrimination
The Richardson Independent School District (RISD) maintains a strict policy of equal opportunity and nondiscrimination in all programs and services offered by the district. No person will be subjected to unlawful discrimination on the basis of any legally protected characteristic.

Section 504 of the Rehabilitation Act
No qualified person with a disability shall, on the basis of such disability, be excluded from participation, be denied the benefits of, or otherwise be subjected to discrimination under any program or activity sponsored by this school district unless specifically authorized by Section 504 of the Rehabilitation Act of 1973 and implementing regulations.

RISD does not discriminate on the basis of disability by denying access to the benefits of District services, programs, or activities. Inquiries relating to any of these statements or information about the student’s rights or grievance procedures should be directed to the District’s § 504 Coordinator: 504 and RtI Services, RISD, 701 W. Provision of Special Services
The Special Student Services department is committed to providing services to every student with a disability who resides in RISD. Families of children suspected of having a disability from birth through age 21 should contact the district. Parents of children from birth to 4 years of age should call 469-593-7442, while parents of children ages 5 – 21 should contact the neighborhood school or call 469-593-7488.

Services are available to children who have a visual and/or auditory impairment from birth through age two. Children ages birth through two who have other disabilities are referred to an Early Childhood Intervention program.

Safe and Drug-Free Schools and Communities
RISD receives funds under the Safe and Drug-Free Schools and Communities Act to support programs that (i) prevent violence in and around schools and the illegal use of alcohol, tobacco, and drugs and (ii) foster a safe and drug-free learning environment and support student academic achievement.

Upon receipt of a written notification from the parent or legal guardian of a student, RISD will withdraw the student from any program or activity that is funded under the Safe and Drug-Free Schools and Communities Act. Throughout the year, the District will make reasonable effort to inform parents and legal guardians of the content of programs (other than classroom instruction) that are funded under this Act.

Career and Technology Education
Richardson ISD offers support to school district for career and technical education programs in Science, Technology, Engineering and Mathematics (STEM); Business and Industry; Public Services; Arts and Humanities; and Multidisciplinary Studies. Admission to these programs is based on enrollment in LEA secondary schools.

It is the policy of Richardson ISD not to discriminate on the basis of race, color, national origin, sex or handicap in its CTE programs, services or activities as required by Title VI of the Civil Rights Act of 1964, as amended; Title IX of the Education Amendments of 1972; and Section 504 of the Rehabilitation Act of 1973, as amended.

It is the policy of Richardson ISD not to discriminate on the basis of race, color, national origin, sex, handicap, or age in its employment practices as required by Title VI of the Civil Rights Act of 1964, as amended; Title IX of the Education Amendments of 1972; the Age Discrimination Act of 1975, as amended; and Section 504 of the Rehabilitation Act of 1973, as amended.

Richardson ISD will take steps to assure that lack of English language skills will not be a barrier to admission and participation in all educational and CTE programs.

Annual Notice Regarding Human Sexuality Instruction
RISD provides age-appropriate instruction to its students in the area of human sexuality. This curriculum is generally provided during health class and the District’s School Health Advisory Committee is involved in the review of curriculum material. A parent has the right to review human sexuality curriculum material and may request that his or her child be removed from class during the time when this curriculum is delivered.

Summary of RISD Curriculum: Abstinence-based curriculum includes instruction about reproduction, pregnancy, human development, building responsible relationships, risks of adolescent sexual activity, and communicable diseases.

Information About Your Child’s Teachers
RISD encourages parents to be full partners in their children’s education.

A parent who would like to receive information about his/her child’s teacher should contact the campus principal.

Special Education Records Destruction Notice
RISD will destroy Special Education Records of any students who moved, graduated, and/or exited the RISD program during the 2009-2010 school year. Parents of children under the age of 18 or adult students who wish to have their records retained should contact Records Management at 469-593-0360 no later than September 8, 2017.

Visitors
RISD welcomes visitors to its property and expects all visitors to conduct themselves in an appropriate manner at all times. RISD may refuse a person entry to or eject a visitor from RISD property if the visitor does not leave peaceably upon request if he or she –
  • Poses a substantial risk of harm; and/or
  • Behaves in a manner that is inappropriate for a school setting and persists in such behavior even after being warned that the behavior could result in ejection or refusal of entry.
A person who has been refused entry to or ejected from RISD property may appeal the action by filing an appeal under Board Policy FNG (Local) (parents/students) or GF (Local) (public). The policies are available at http://pol.tasb.org/Home/Index/370.

Annual Notification of Asbestos Management Plan
The safety and well being of all students, staff, and visitors to our schools and facilities is always of paramount importance to the RISD. The purpose of this notice is to provide information regarding the management plan RISD maintains ensuring compliance with state and federal laws and regulations related to asbestos containing building materials (ACBM).

As required by the Asbestos Hazard Emergency Response Act (AHERA) and regulations issued by the Environmental Protection Agency (EPA), RISD has engaged an asbestos consultant agency to perform periodic reinspections at all RISD schools where ACBM may be located. The consultant agency and its inspectors are licensed by the Texas Department of State Health Services and accredited by the EPA. RISD uses information and recommendations obtained from those reinspections to develop ongoing plans and procedures to safely manage any asbestos-containing materials (ACM) in our schools.

RISD will abate (remove or contain) any ACBM that are encountered during any of the construction or renovation projects. RISD has retained experienced Asbestos Abatement Contractors who are licensed by the Texas Department of State Health Services to perform the abatement work that will be required.

Copies of the Asbestos Management Plan and results of the reinspection for individual schools are on file at each school campus. The reinspection results for all schools and the Asbestos Management Plan also are maintained at the RISD Operations Center, Facilities Services Department, located at 1123 S. Greenville Avenue, Richardson, Texas 75081. The documents are available for public inspection during regular business hours.
